December 24, 2025Osprey Creek: Kolter Group and Brookfield Advance 948-Home Master-Planned Community in Polk County
A division of the Delray Beach–based Kolter Group is advancing plans for a significant residential expansion in Polk County, with 948 single-family homes proposed for development.
The project, known as Osprey Creek, is being developed by Brookfield Kolter Land, a joint venture between Kolter Land and Costa Mesa, California–based Brookfield Residential. The master-planned community will be situated on approximately 406 acres of vacant, residentially zoned land in Poinciana, along Marigold Avenue and near the recently completed four-lane Poinciana Parkway.
According to Brookfield, the Osprey Creek community will place a strong emphasis on affordability for first-time homebuyers, addressing growing demand within the Central Florida housing market. Permit filings submitted earlier this month to Polk County indicate the development will be constructed across five distinct phases.

Brookfield Residential further strengthened its relationship with Kolter in November 2024, when it acquired an ownership stake in Kolter Land. Kolter Mixed Use, a division of the Kolter Group, works alongside Brookfield Kolter Land, marking a strategic expansion of Brookfield’s presence throughout Florida and the broader Southeast.
“Our combined expertise and resources will enable us to deliver high-quality residential and mixed-use communities that meet growing demand across Florida, Tennessee, Georgia, and the Carolinas,” Foley added.
Property records from Polk County show that Osprey Creek LP, an entity affiliated with Brookfield Residential, acquired the site from Orlando-based Structure Development in April 2024 for $20.77 million. LevelUP Consulting has been engaged to provide engineering services for the project.
The development is positioned within one of the fastest-growing regions in the country. Among large metropolitan statistical areas with populations exceeding one million, the Orlando–Kissimmee–Sanford MSA led the nation in growth in 2024, expanding by 2.65%.
